국문 초록

  이 논문은 지방교육재정교부금 배분제도의 현황과 문제 분석에 터하여 지방교육재정교부금 배분구조의 혁신방안을 제안하는 데 목적을 두었다. 이를 위해 먼저 지방교육재정교부금 배분제도의 현황을 살펴보고, 동 제도에 의한 시도별 지방교육재정 배분의 현황 및 문제점을 살펴보았다.
  여기서는 지방교육재정교부금 배분구조의 혁신방안을 지방교부세와 지방교육재정교부금의 연계방안, 지방자치단체의 책무성 강화방안, 포뮬러펀딩에 의한 교육재정배분제도 도입방안 등 크게 세가지로 나누어 제시하였다.
  지방교육재정교부금은 투명하고 예측가능한 형태로 지역간 형평화 기능을 수행하고, 국고보조금사업을 통해서 교육부가 국가시책을 펴면서 지역간 조정과 통제를 할 수 있어야 한다. 교부금의 지역별 배분에 있어 보다 투명단순한 기준을 설정함으로써 교부금보의 예측가능성과 안정성을 높이고 지역간 형평화 기능이 제고되어야 한다.

영문 초록

  The purpose of this study was to suggest innovation of distribution structure of local educational grant. To accomplish this purpose, present state and problems of educational grant distribution system were analyzed and studied.
  Based on the analysis of present conditions and problems of educational grant distribution system, three suggestions about local educational grant distribution system were proposed.
  First, connection between local educational grant and public local grant should be enhanced.
  Second, responsibility of local government to local education should be extended.
  Third, new distribution system of local educational grant based on formula funding should be introduced.
