영문 초록

Based on assumption that there is a need for a balanced approach for punishing and rehabilitating sexual offenders, the major purpose of this study was to document informations to activate treatment programs for the offenders. To achieved the purpose, the study firstly analyzed trends of sexual offenses. Also, recidivism rate of sexual offenses were carefully analyzed in Korea and other countries because it is a critical indicator revealing need for treatment approach for sexual offenders. Secondly, three sexual offender treatment programs in prison settings in the U.S., U.K., and New Zealand were analyzed focusing on characteristics, theories, personnel, and effectiveness of the programs. Based on the results of the analysis, finally, summary was made on trends of treatment programs in other countries, and suggestions were presented for developing and activating treatment programs for sexual offenders.
