국문 초록

한·일 FTA가 체결될 경우 수요산업의 생산 위축에 따른 국내 수요 감소 가능성, 일본 철강유통기업들의 진출에 따른 국내 유통시장의 교란과 더불어 경쟁격화에 따른 산업구조조정의 촉진 등은 국내 철강산업에 위협요인으로 작용할 가능성이 높은 것으로 판단된다. 그러나 FTA를 통한 양국 철강산업의 협력 강화는 산업정책적인 측면에서 시장의 불안정성을 완화시킴과 동시에 공동의 새로운 비교우위를 창출할 수 있는 계기로 작용할 가능성이 높고, 무역정책적인 측면에서는 대세계 협상력의 강화라는 전략적인 이익을 가져올 것으로 예상된다. 그러나 FTA가 성공적으로 정착하여 영속하기 위해서는 FTA 이익이 양국간에 균등하게 배분될 수 있는 다양한 정책의 개발이 필요하고 이를 위한 협상 전략의 개발이 필요하다.

영문 초록

This paper aims to analyse the effects of Korea-Japan FTA on the Korean steel industry. In the short run, Korea-Japan FTA will be a threatening factor to the Korean steel industry because the domestic demand of steel may decrease as the productions of related industries shrink. In the long run, however, it can reinforce the co-operation of the steel industries between two countries, mitigate the instability of markets in the aspect of an industrial policy, and strengthen the negotiating power with the world in the aspect of a trade policy. Finally, for the perennial and successful settlement of Korea-Japan FTA the various arrangements to devide equally the gains from the FTA are needed and the negotiating strategies is to be developed.
