국문 초록

본 연구는 지방교육발전을 위한 지방자치단체의 역할과 방향 가운데 지방 교육재정 지원에 초점을 맞추어 교육재정의 현황과 문제점을 살펴본 후, 조직, 재정, 그리고 주민참여 측면에서 교육재정지원의 3주체인 광역자치단체, 기초자치단체, 그리고 주민의 교육재정지원 활성화를 위한 개선방안을 제시 하고자 하였다. 현행 지방교육재정의 문제점으로는 1)일반행정과 교육행정의 연계성 부족, 2)지방교육 재원의 과도한 중앙정부 의존 및 재정운영의 비효율성, 3)지역간 교육지원 격차 등이 논의되었다. 아울러 지방교육의 발전방안에 대한 대안으로 조직, 재정, 그리고 주민참여, 세 가지 측면에서 지방자치단체의 역할을 살펴보았다. 조직 측면에서 경기도의 교육협력관제도와 시ㆍ군의 교육환경개선협의회 등이, 재정 측면에선 경기도의 교육협력사업, 영어마을 조성, 과학멘토사업, 예술멘토사업과 일선시ㆍ군의 시ㆍ군 교육경비지원 조례, 특수목적고 설립 등이 논의 되었다. 그리고 주민의 교육지원사례로 학교급식지원조례 제정 운동이 제시되었다. 이러한 논의를 통하여, 지역주민들의 교육수요에 능동적으로 대처하기 위해선 무엇보다도 아래의 2가지 측면-1)제도화 및 재정확보, 2)주민참여 보장을 통한 지역사회 발전과의 연계 시스템 확립-에서 그 향후 개선방안을 제안하였다.

영문 초록

Under the educational autonomy system having an independent education committee and educational superintendent, responsibility of the local government should be one of the most important factors in developing policy alternatives for local education finance. Since 2003, Gyeonggi Province, the local government, has developed and supported the educational-supporting program with a cooperation with Gyeonggi Province Office of Education, the local education authority. This program have been focused on 1) improving educational conditions, 2) improving english communicative competence, 3) reinforcing science and industrial education preparing for a knowledge information based society, and 4) fostering an advanced educational welfare environment. In this study, this educational-supporting program is reviewed in terms of the structure, finance and decision-making process and then the proposition for its promotion is suggested as well. This study proposes, first of all, that the education autonomy system should be implemented and work together with the cooperation of local government. Secondly, educational budget should be collected and distributed enough to provide quality education for all children. Thirdly, any level of the local government, or residents should have the process and procedures to take part in the decision-making process as a way of dealing with regional factors.
