국문 초록

본 연구는 우리 나라 지방자치단체의 감사 관련 공무원에게 있어 부정감사에 대한 체계적인 지식과 함께 전문 기술이 필요하다는 인식을 갖고, 지방자치단체의 부정예방 및 적발을 위한 부정감사 교육 프로그램의 개발방향을 제시하고자 하였다. 이를 위해 본 연구는 우리 나라 지방자치단체 부정감사교육의 현황과 실태를 문헌연구와 설문조사를 통해 살펴보았고, 이것을 바탕으로 부정감사 교육프로그램의 개발을 첫째, 어떤목적을 위해 교육할 것인가? 의 교육목적 측면, 둘째, 부정감사 교육에 앞서 어떠한 환경이 필요한가? 의 교육환경 측면, 셋째, 누가 교육을 주도 할 것인가? 의 교육주체 측면, 넷째, 어떠한 방식으로 교육할 것인가? 의 교육방식 측면, 다섯째, 어떠한 내용을 교육할 것인가의 교육내용 측면의 5가지 방향에서 제시하였다. 이러한 개발 방향 제시를 통해 본 연구는 우리 나라 지방자치단체의 부정감사교육 프로그램 개발에 있어 실질적이며, 기초적인 역할을 할 것으로 기대된다.

영문 초록

Development of Fraud Auditing Education Program For Local Government Fraud Prevention and Detection This Paper suggested the direction of local government fraud detection and prevention based on the recognition that Korean local government need the education of fraud auditing. For doing this, this paper surveyed the actual condition of local government fraud auditing education. Being based on this survey results, this paper suggested five dimension of fraud auditing education ; (1) what is the aim of fraud auditing education?(the aim of fraud education), (2) what environment needed in the fraud auditing education?(fraud auditing education environment), (3) how to educate fraud auditing?(fraud auditing education method), (4) what subject be involved?(fraud auditing education subject). Authors of this paper expects this five dimension will help development of Korean local government fraud education program and be foundation of it.
