영문 초록

In this paper, we create an index called "de facto bilateral trade liberalization" to evaluate the existence of de facto trading blocs in Asia. This purely quantitative approach also opens another door for us to monitor the formation of RIAs from the aspect of international trade. We find that there was no de facto process of regional trade liberalization in East Asia up to the end of last century, although there are some natural advantages within the region those leads to an intra-regional trade bias within the ASEAN+3 circle. From the evidence that Japan is in fact the most liberal economy in the region, we argue that if there were to be an RIA in the region, Japan would take on the role of "hub" of the arrangement and hence reap most of the advantages from the formation of such a trading bloc in East Asia.
