Prioritizing the Effects of Global OTT Services on the Local Production Industry: Key Findings from Korea

국문 초록

This study examined and prioritized the wide range of effects that global OTT services have had on local production industries. For the analysis, an analytic hierarchy process model with four dimensions and 16 factors was established. The results showed that among the dimensions, the geographic dimension exhibited the greatest importance. The most important factors in each dimension were as follows: guaranteed profit for production companies in the economic dimension; global market entry in the geographic dimension; specialization of production companies in the environmental dimension; and planning-related autonomy in the artistic dimension. This study demonstrated that the most important factors overall were planning-related autonomy, global market entry, and foreign capital influence, in that order. This result implies that the key to ensuring local production industries’ sustainable growth in the era of global OTT services is to allow local producers to take full advantage of their creativity and thus to deliver high-quality video content for global distribution.

영문 초록

글로벌 OTT 서비스는 각국 영상제작산업의 글로벌 경쟁력을 강화하는 기회요인이자, 생존을 위협하는 위기요인으로 작동하고 있다. 이러한 양면성에 기반한 불확실성은 글로벌OTT 서비스가 초래한 변화에 대응할 수 있는 능력을 제한함으로써 각국 영상제작산업의 지속가능성을 저해하고 있다. 이에 본 연구는 한국 사례를 중심으로 글로벌 OTT 서비스가 지역 영상제작산업에 미치는 다양한 영향을 조사하고 우선 순위를 살펴보고자 했다. 분석을 위해 4가지 차원과 16가지 요인으로 구성된 AHP 모델을 구축하였다. 분석 결과, 각 차원 중 지리적 차원이 가장 중요한 것으로 나타났다. 각 차원별로 중요성이 높은 요인은 경제적 차원에서 제작사의 수익 보장, 지리적 차원에서 글로벌 시장 진출, 환경적 차원에서 제작사의 전문화, 예술적 차원에서 기획 관련 자율성으로 나타났다. 또한, 통합적 중요도를 살펴보면 기획 관련 자율성, 글로벌 시장 진출, 외국 자본의 영향력 순으로 나타났다. 이러한 결과는 글로벌 OTT 서비스 시대에 지역 영상제작산업이 지속적으로 성장하기 위해서는 국내 제작자들이 창의성을 최대한 발휘하여 고품질의 영상 콘텐츠를 글로벌 시장에 공급할 수 있도록 환경을 조성하는 것이 관건인 점을 시사한다.
