유네스코 평생교육 관점에서의 방과후학교 개념 고찰

국문 초록

이 연구는 유네스코의 평생교육 보고서를 토대로 도출된 평생교육 핵심원리를 방과후학교에 어떻게 적용할 수 있는지를 고찰하였다. 유네스코의 평생교육 원리는 교육의 연속성과 통합성, 학교와 지역사회의 연계, 전인적 인간 형성, 교육기회의 균등, 시민성과 포용성으로 제시된다. 유네스코 평생교육 핵심원리를 방과후학교에 이를 적용하면, 방과후학교는 아동기의 학습자들이 평생학습 능력의 기초를 닦는 제3의 학습공간이자, 학교·가정·지역사회를 연결하는 학습생태계의 허브로 기능한다. 또한 학업능력뿐만 아니라 정서적 성장과 사회성을 아우르는 전인적 성장을 지원하며, 저소득층 및 취약계층 아동에게 실질적인 학습 기회를 제공함으로써 교육 형평성을 실현한다. 더 나아가 방과후학교는 협동학습, 봉사활동, 공동체 놀이 등을 통해 민주적 시민성과 포용적 공동체 의식을 함양하는 사회적‧실천적 학습의 장이다. 방과후학교는 학교교육을 보완하는 정책개념을 넘어, 유네스코 평생교육 담론이 제시한 원리를 실제 아동기 교육현장에서 실현하는 중요한 학습의 장이다. 방과후학교는 평생교육의 철학과 원리를 구체적으로 실천하는 제도적 장치이자 평생교육의 원리가 구현되는 평생학습의 장이 되어야 한다.

영문 초록

This study analyzed how the core principles of lifelong education, derived from UNESCO's Lifelong Education Report, can be applied to After-school. UNESCO's core principles of lifelong education are presented as continuity and integration of education, linking schools and communities, developing holistic individuals, equal educational opportunities, and citizenship and inclusiveness. Applying these principles to After-school, After-school functions as a third learning space where children build the foundation for lifelong learning abilities and as a hub of a learning ecosystem connecting school, home, and community. Furthermore, they support holistic development, encompassing not only academic ability but also emotional and social development. They also provide practical learning opportunities for children from low-income and vulnerable families, thereby achieving educational equity. Furthermore, After-school serves as social and practical learning spaces that foster democratic citizenship and an inclusive sense of community through collaborative learning, volunteer activities, and community play. Beyond a policy concept that complements school education, After-school is crucial learning spaces that actualize the principles outlined in UNESCO's lifelong education discourse in early childhood education settings. After-school should be institutional mechanisms that concretely implement the philosophy and principles of lifelong education, and they should also become lifelong learning venues where these principles are realized.
