韩国李在明政府外交政策与中韩关系展望

국문 초록

2025 年6 月，共同民主党候选人李在明当选韩国第21 届总统，新政府的外交政策与前任尹锡悦政府存在较大区别。李在明政府提出以国家利益为中心的实用主义的外交路线，确立“全球领先国家”的对外政策目标。具体政策上，在坚持韩美同盟这一外交主轴、加强韩美日三边合作的基础上，谋求在不同议题领域与中国、日本、俄罗斯等周边国家开展实质性合作，同时恢复对朝接触框架以缓和半岛紧张局势。李在明政府对外政策调整将对中韩关系的未来走向产生重要影响，受到韩国国内政治经济挑战及国际环境不确定性的制约，其外交政策能否成功实施仍有待观察。

영문 초록

In June 2025, Lee Jae-myung, the candidate of the Democratic Party of Korea, was elected as the 21st president of ROK. The foreign policies of the new government are significantly different from those of the previous administration of Yoon Suk-yeol. The Lee Jae-myung administration proposed a pragmatic foreign policy line centered on national interests and set the foreign policy goal of becoming a “global leading country”. In terms of specific policies, Lee Jae-myung administration has sought substantive cooperation with neighboring countries such as China, Japan and Russia on various issues while maintaining the ROK-US alliance as the main axis of diplomacy and strengthening the trilateral cooperation between the ROK, the U.S., and Japan. At the same time, the new government tends to restore the framework of engagement with North Korea to ease tensions on the Korean Peninsula. The adjustment of the foreign policy of the Lee Jae-myung administration will have a significant impact on the future direction of China-South Korea relations. Constrained by domestic political and economic challenges in South Korea and the uncertainty of the international environment, it remains to be seen whether its foreign policy can be successfully implemented.
