Purpose – This study explores the impact of organizational justice on employees’ turnover intentions, with a particular focus on the moderating role of voice behavior. Organizational justice is conceptualized in three dimensions—distributive, procedural, and interactional justice—and their respective influences on the intention to leave the organization are examined. Additionally, the study examines how employees’ voice behavior interacts with these justice perceptions in shaping their turnover intentions. Design/Methodology/Approach – To achieve these objectives, a structured survey was administered in November 2024, targeting full-time employees across various Korean industries. A total of 312 valid responses were collected. The data were empirically analyzed using hierarchical regression analysis to identify both main effects and interaction effects. Findings – The findings reveal that distributive and interactional justice significantly reduce turnover intention, whereas procedural justice does not show a statistically significant effect. Moreover, voice behavior strengthens the negative relationship between distributive justice and turnover intention, suggesting that when employees perceive outcomes as fair and are encouraged to speak up, they are less likely to consider leaving the organization. Research Implications – These findings have practical implications for human resource management. Organizations aiming to reduce employee turnover should enhance distributive fairness and foster an open communication culture. Encouraging voice behavior empowers employees and amplifies the positive effects of perceived fairness. Enhancing both justice perceptions and voice mechanisms can be a strategic approach to improving employee retention.
