국문 초록

본 연구는 경제적 교통약자의 사회 후생의 증진과 교통분야의 사회서비스 정책의 필요성과 당위성을 살펴보았고, 다음의 실천적 정책 방안을 제시하였다. 첫째, 최저교통서비스(MTS) 기준의 법제화 및 이행 의무 확보가 시급하다. 교통권을 국민의 기본권으로 명시하는 '대중교통법'을 재추진하고, 국민들이 건강하고 문화적인 생활을 유지하는 데 필요한 최저수준의 교통서비스 기준(MTS)을 법률에 명확히 규정할 필요가 있다. 둘째, '한국형 모빌리티 월렛' 시스템 도입을 적극 검토할 필요가 있다. 사용 범위를 기존 대중교통 외에 농어촌 DRT나 심야 시간대 택시/유연 모빌리티 서비스까지 포괄하도록 유연성을 부여하여 이용자의 안전과 선택의 효용성을 극대화해야 할 필요가 있다. 셋째, 교통복지 재정의 지속 가능성 확보를 위한 구조적 변화가 있어야 한다. 제도 개시 연령 상향, 출퇴근 시간 미적용, 할인제 방식으로의 전환 등의 사회적 논의를 통해 확보된 재원을 경제적 취약 계층을 위한 직접 보조 시스템의 안정적인 재원으로 전략적으로 활용함으로써, 교통복지 재정의 지속 가능성과 정책의 실효성을 동시에 확보해야 한다.

영문 초록

This study examined the necessity and importance of promoting social welfare for the economically disadvantaged and social service policies in the transportation sector, and proposed the following practical policy proposals. First, it is urgent to legislate minimum transport service (MTS) standards and ensure their implementation. The Public Transport Act, which clearly states the right to transportation as a fundamental right of citizens, must be reinstated, and the minimum transport service standards (MTS) necessary for citizens to maintain healthy and cultured lives must be clearly stipulated in law. Second, the introduction of a “Korean-style mobility wallet” system must be actively considered. Its scope of use should be expanded to include not only existing public transportation but also rural DRT, late-night taxis, and flexible mobility services, maximizing user safety and the utility of choice. Third, structural changes are necessary to ensure the sustainability of transportation welfare finances. The financial resources secured through social debate, such as raising the starting age for the system, not applying commuting times, and switching to a discount system, must be strategically utilized as a stable source of funding for a direct subsidy system for the economically vulnerable, thereby simultaneously ensuring the sustainability of transportation welfare finances and the effectiveness of policies.
