국문 초록

본 연구는 우리나라의 수출입 항만물류데이터의 흐름과 체계를 파악하고 네트워크 분석을 통해 다양한 이해관계 당사자간의 수출입 항만물류데이터의 연계구조를 파악하고자 하였다. 이를 위해 공공영역과 민간영역의 수출입 항만물류데이터 체계와 플랫폼을 이론적으로 분석하고 연계구조 매트릭스를 도출하여 네트워크 분석을 실시하였다. 분석결과 수출입 항만물류데이터의 기관별, 업무별 연계 정도는 선사, 관세청, 화주, 포워더 등이 높은 것으로 나타났다. 이는 선사 중심으로 가장 많은 항만물류 데이터 업무 연계 및 관계를 형성하고 있으며, 새로운 업무 연계 발생 시 가장 빠르게 업무 연계 확산을 이룰 수 있으며 영향력 있는 주체들과 업무 연계가 강하다는 것을 알 수 있다. 화주의 경우 선사, 관세청 등 수출입 항만물류 데이터 프로세서상 영향력이 높은 주체들과의 정보 생성, 유통, 인허가 등의 업무가 활발히 일어나고 있기 때문에 고유벡터 중심성이 가장 높은 것으로 판단되었다. 분석결과를 바탕으로 거버넌스 체계의 수립, 항만물류데이터의 표준화 연계체계 구축, 데이터 표준전환 및 운영 인센티브 제공, 법제도의 구축, 수출입항만물류데이터 기본계획 및 정책수립 등의 대안을 제시하였다.

영문 초록

Purpose: This study attempted to understand the flow and system of Korea's import and export port logistics data and to understand the linkage structure of import and export port logistics data between various stakeholders through network analysis. Research design, data, and methodology; theoretical analysis of import/export port logistics data systems and platforms in the public and private sectors, and network analysis was conducted by deriving a linkage structure matrix. Results: The degree of linkage of import and export port logistics data by institution and business was found to be high in shipping companies, customs agencies, shippers, and forwarders. It can be seen that the most port logistics data business links and relationships are formed, centering on shipping companies, and when a new business link occurs, the fastest business link can be achieved and the business link with influential subjects is strong. In the case of shippers, it was judged that the centrality of unique vectors is the highest because information generation, distribution, and licensing are actively taking place with subjects with high influence in the import and export port logistics data processor, such as shipping companies and the Korea Customs Service. Conclusions: Alternatives such as establishing a governance system, establishing a standardized linkage system for port logistics data, changing data standards and providing operational incentives, establishing a legal system, and establishing a basic plan and policy for import and export port logistics data were presented.
