General Secretary Xi Jinping’s answers to four questions-for whom achievements should be pursued, what kind of achievements should be pursued, by what means achievements should be pursued, and how achievements should be evaluated-constitute the core tenets of his discourse on establishing and implementing a performance-oriented approach. Xi Jinping’s performance philosophy inherits and develops the relevant perspectives of Marxist classical writers, draws upon the valuable experience of the Chinese Communist Party’s governance practice, and is deeply rooted in the governance wisdom of China’s outstanding traditional culture, possessing profound theoretical foundations. Its rich connotations are concentrated in the following aspects: upholding a people-centered fundamental stance; adhering to the core principles of comprehensiveness, dialectics, and practice; emphasizing the unity of economic development with social and ecological progress; balancing speed with quality; integrating immediate needs with long-term goals; advocating a pragmatic and truth-seeking work style alongside scientific dialectical thinking; and placing importance on establishing a scientific assessment system as an institutional safeguard. In terms of practical implementation, efforts should be made from multiple dimensions, including strengthening ideological education, promoting earnest and diligent work, and improving assessment mechanisms. Xi Jinping’s important discourse on establishing and implementing a performance-oriented approach holds significant contemporary value. It provides fundamental guidance for leading cadres to undertake tasks and achieve success in the new era, injects sustained momentum into strengthening the cadre corps and enhancing governance effectiveness, and lays a solid ideological foundation for establishing a positive image of cadres and consolidating the Party’s mass base.

习近平总书记对“政绩为谁而树”“树什么样的政绩”“靠什么树政绩”“如何考核政绩”四个问题的回答，构成了其关于树立和践行政绩观的重要论述的思想内涵。习近平政绩观继承和发展了马克思主义经典作家的相关观点，汲取了中国共产党人执政实践的宝贵经验，并深植于中华优秀传统文化中的治理智慧，具有深厚的理论根基。其丰富内涵集中体现为：以人民为中心的根本立场，坚持全面、辩证、实践的核心观点，强调经济发展与社会、生态建设相统一，速度与质量相协调，当前与长远相结合，并倡导求真务实作风与科学辩证思维，同时注重以科学考核体系作为制度保障。在实践路径上，应从强化思想教育、推动真抓实干、完善考核机制等多维度共同发力。习近平关于树立和践行政绩观的重要论述具有显著的时代价值，为新时代领导干部干事创业提供了根本遵循，为加强干部队伍建设、提升治理效能注入了持续动力，并为树立良好干部形象、巩固党的群众基础奠定了坚实思想基础。
