국문 초록

In the new era of socialism with Chinese characteristics, the organizational functions of village-level Party organizations refer to their comprehensive capabilities in fulfilling rural development responsibilities and implementing the Party's decisions on rural revitalization. Internally, these functions involve strengthening organizational capacity through self-construction; externally, they demonstrate active engagement in uniting rural communities by integrating resources to guide grassroots Party members and residents in building prosperous industries, livable environments, civilized rural customs, effective governance, and affluent livelihoods. These functions exhibit three defining characteristics: political orientation, mass-oriented nature, and cohesive power. Enhancing these functions strengthens the Party's comprehensive leadership in rural areas, advances socialist modernization in agriculture and rural development, and promotes long-term social stability in rural regions. Current challenges include limited organizational resources, rural hollowing-out, ideological challenges, and the resurgence of new formalism. To overcome these obstacles, coordinated efforts must focus on enhancing resource management, strengthening organizational structures, reinforcing ideological guidance, and improving work styles. Only through sustained collaboration can village-level Party organizations achieve comprehensive functional enhancement.

영문 초록

在中国特色社会主义新时代，村级党组织组织功能指的是，村级党组织为了履行乡村建设职能和贯彻党对乡村振兴的相关决定，对内进行自身建设，凝聚组织功能量，对外积极联系和团结广大农村群众，通过整合内外资源，引领乡村基层党员和群众建设产业兴旺、生态宜居、乡风文明、治理有效、生活富裕新乡村的行为、能力、素质的总和，它具有政治性、群众性、凝聚性三大特征。村级党组织组织功能的提升有利于加强党在农村的全面领导、推动农业农村的社会主义现代化、促进农村社会长治久安。当前，村级党组织组织功能建设面临组织资源薄弱、农村空心化发展、思想战线受到冲击、新形式主义抬头等一系列挑战，为克服这些困难，必须从增强资源掌控力、建强组织体系、强化群众思想引领、转变组织作风等多方面入手，协同发力、久久为功，方能实现村级党组织组织功能的全面提升。
