블랙박스(Black box)하에 중소기업 기술금융의 비대면지원의 한계와 개선방안

국문 초록

본고에서는 디지털 시대 하에서 중소기업 기술금융 정책기관이 추진하고 있는 중소기업 기술금융정책에 대한 비대면지원방식의 추진실태와 그 과정에서 발생할 수 있는 블랙박스(Black Box)화 현상에 대한 문제점과 이를 극복할 수 있는 합리적인 개선방안을 제시하고자 하였다. 특히, 본고에서는 중소기업 기술금융정책기관이 블랙박스 화된 중소기업 기술금융정책을 추진함에 있어 기존 민간금융시장과 충돌하는 상황에서 단순한 금융지원만을 강조하기 보다는 중소기업의 경영현장에서 발생하고 있는 전반적인 애로사항을 현장 중심으로 판단하고, 이를 기반으로 효과적으로 지원할 수 있도록 비대면지원방식의 개선방안을 제시하고자 하였다. 특히, ICT 및 AI기반의 기술금융기관이 비대면지원방식의 추진에서 공급자 중심에서 수요자인 중소기업의 현실을 고려한 좀 더 세심한 지원을 강화해 나가야 할 것이다. 결국, 본고에서는 블랙박스 화되고 있는 중소기업 기술 금융지원의 비대면 지원을 개선하기 위해 기관의 금융리스크를 우려하거나 공급자의 편리성을 추구하기보다는 고객인 중소기업 입장에서 경영 전반의 문제를 해결해주어야 할 것이다. 그리고 그 지원과정에서 필요한 수단의 하나로서 기술금융지원 서비스를 제공함으로써 중소기업 기술금융정책의 차별화된 도모해 나가야 할 것이다.

영문 초록

This paper aims to examine the current status of non-face-to-face support methods for SME technology financing policies promoted by SME technology financing policy institutions in the digital age and to propose rational solutions to overcome the problems of black-box phenomena that may occur in the process. In particular, this paper suggests ways to improve non-face-to-face support methods so that SME technology financing policy institutions can effectively support SMEs based on their overall difficulties in business sites rather than emphasizing only financial support when they promote black-boxed SME technology financing policies and collide with the existing private financial market. In particular, technology financial institutions based on ICT and AI should strengthen more detailed support considering the realities of small and medium-sized enterprises as consumers rather than focusing on suppliers in the promotion of non-face-to-face support methods. In conclusion, to improve the non-face-to-face support of SME technology financing, which is becoming a black box, it is necessary to solve the overall management problems from the perspective of SMEs(small and medium-sized enterprises), which are customers, rather than worrying about the financial risks of institutions or pursuing the convenience of suppliers. And by providing technology financing support services as one of the necessary means in the support process, differentiated promotion of SME technology financing policies should be pursued.
