국문 초록

현대사회는 코로나-19(COVID-19)와 같은 신종 바이러스 감염병 뿐만 아니라 다양한 형태의 재난에 직면하고 있다. 이러한 재난은 인적, 물적 자원에 막대한 손실을 초래할 뿐만 아니라 사회적 혼란을 야기한다. 이에 효과적인 재난 대응은 사회와 국민을 보호하는 필수적인 과정이며, 경찰공무원의 역할은 이 과정에서 중추적이다. 경찰은 재난 발생 시 초기 대응 단계에서 질서 유지, 인명 구조, 복구 작업에 직접적으로 관여하므로, 그들의 대응 역량은 재난 관리의 효과성에 직접적인 영향을 미친다. 이러한 맥락에서 경찰공무원의 직무몰입은 재난대응역량을 높이는 데 있어 핵심적인 역할을 한다고 할 수 있다. 또한 직무몰입과 재난 대응 역량 사이의 관계를 보다 심층적으로 이해하기 위해서는 개인의 내적 요인을 고려할 필요가 있다. 이 연구에서는 그러한 내적 요인으로 회복탄력성을 제안하고 매개효과를 탐구하여, 재난 상황에서의 경찰 역할의 효율성을 증진시킬 수 있는 방안을 모색하고자 한다. 분석결과 독립변수가 매개변수에 미치는 영향의 유의성 검증 결과, 직무몰입(=.66, p<.001)이 정(+)적으로 유의하게 나타났다. 한편 독립변수와 매개변수가 종속변수에 미치는 영향의 유의성 검증 결과, 직무몰입(=.29, p<.001)은 재난대응역량에 유의한 영향을 미치는 것으로 나타났고, 매개변수인 회복탄력성도 재난대응역량에 유의한 영향을 미치는 것으로 나타났다(=.33, p<.001). 분석 결과는 경찰공무원의 직무에 대한 몰입이 재난 대응 능력을 직접적으로 향상시키고 회복탄력성이 이러한 관계를 부분적으로 영향을 미친다는 것을 시사한다. 이는 직무몰입이 높은 경찰공무원이 재난상황에서 더 효과적으로 대응할 수 있는 능력을 보유하고 있음을 시사한다. 이러한 결과는 경찰조직에서 회복탄력성을 증진시키는 프로그램이 직무몰입을 강화하고, 이를 통해 경찰공무원의 재난대응역량을 향상시킬 수 있음을 의미한다. 따라서, 경찰조직은 직무몰입을 높이기 위한 전략과 더불어 회복탄력성을 강화할 수 있는 다양한 교육과 지원 프로그램을 도입할 필요가 있다.

영문 초록

Modern society faces many forms of disasters, not just emerging viral infectious diseases like COVID-19. These disasters not only cause huge losses in human and material resources, but also cause social disruption. Effective disaster response is an essential part of protecting society and its people, and the role of police officers is pivotal in this process. Police officers are directly involved in maintaining order, saving lives, and recovering from disasters during the initial response phase, so their response capabilities have a direct impact on the effectiveness of disaster management. In this context, it can be argued that police officer engagement plays a key role in enhancing disaster response capacity. To further understand the relationship between job commitment and disaster response capacity, it is also necessary to consider the internal factors of individuals. In this study, we propose resilience as such an internal factor and explore its mediating effect to enhance the effectiveness of the police role in disaster situations. The results of the analysis showed that job commitment (=.66, p<.001) was positively significant as a result of the significance test of the effect of the independent variable on the mediating variable. On the other hand, the results of the significance test of the effects of independent variables and parameters on the dependent variable showed that job commitment (=.29, p<.001) had a significant effect on disaster response capability, and the parameter resilience also had a significant effect on disaster response capability (=.33, p<.001). The results suggest that police officers' job engagement directly enhances their disaster response capabilities and that resilience partially influences this relationship. This suggests that police officers with higher job commitment have the ability to respond more effectively in disaster situations. These findings suggest that programs that promote resilience in police organizations can enhance job commitment, which in turn can improve the disaster response capabilities of police officers. Therefore, police organizations should consider implementing a variety of training and support programs to enhance resilience in addition to strategies to increase job engagement.
