국문 초록

Currently, South Korea shows the lowest fertility rate among advanced nations. This paper views this decline through the lenses of family and policy, and proposes that it is possible for Korea to build public policy and popular will to increase its birth rates. This optimistic claim is based on Korea’s impressive track record of growing its economy to one of the largest in the world; leading the world in the education of its citizens, both men and women; and its rapid development of a remarkable system of early childhood education and after-school care. Examples are provided of how barriers to having children in Korea have been addressed around the world, and four guidelines are given for assessing fertility policies and programs.

영문 초록

대한민국은 현재 선진국 중 가장 낮은 출산율을 보이고 있다. 본 연구는 저출산 현상을 ‘가족’과 ‘정책’이라는 두 가지 렌즈를 통해 조망하면서 대한민국이 현재의 문제를 해결할 수 있다고 제안하고 있다. 이러한 긍정적인 전망은 경제대국으로의 성장, 교육분야의 탁월성, 영유아 교육 및 방과 후 돌봄 체계의 빠른 발전 등을 보여온 대한민국의 인상적인 발자취에 기인한다. 해외에서 적용된 출산율 제고 방안의 예시 및 출산을 관련 정책과 프로그램을 평가하기 위한 네 가지 가이드라인을 제시하였다.
