국문 초록

본고는 최익현이 지닌 삶의 태도와 가치 지향, 그리고 그것의 외화(外化) 양상을 공직 자상의 측면에서 살피고, 그 의미를 고찰했다. 최익현의 공직자상은 직책에 책임감 있게 임할 수 있었던 자질과, 그런 자질을 배양하기 위한 ‘수기(修己)’를 전제로 한다. 더불어 쉼 없는 치인(治人)의 길, 즉 사회적 책임을 이루기 위한 공직자로서의 실천도 중요한 덕 목으로 여겼다. 이것은 현재의 공직자가 추구해야 할 이상적 가치에도 부합하는 것이다. 공직자로서 관리는 그 자질과 능력을 부단히 계발하지 않는 한 결코 남을 이롭게 할 수 없다. 그러기에 하늘이 내린 사(士)의 무한한 책임의식을 근거로 공직자가 직책에 부여된 일 을 수행해야 한다고 여겼다. 직무의 원칙에 정합한 관리, 세상의 기율(紀律)을 바르게 세 우기 위한 관리로서 간단(間斷)없는 노력을 기울여야 한다. 세상이 아무리 변해도 그의 이같은 가치 지향과 실천 의식은 변하지 않아야 한다. 사(士)로서 그는, ‘내가 공부한 주 자학과 그 문도(門徒)’로서 무엇을 어떻게 해야 할 것인가를 스스로 묻고, 종위(從違)를 판단하여 실천에 옮겼다. 그리고 그 과정에서 좌고우면하지 않았다. 그는 결연히 자신의 신념을 세상에 확장하고자 노력했다. 최익현은 그것이 큰 차원으로는 사의 길이며 좁은 의미에서 공직자의 길이라고 믿었다.

영문 초록

This article examines what kind of attitude Choi Ik-hyun had towards life as a public servant, what values he pursued, and how they are being foreignized. In particular, I examined the meaning of his value orientation and life attitude as a public figure in terms of universal human life values. Choi's vision of a public servant is premised on the qualities that enabled him to serve responsibly in his position and on self-reflection as a constant effort to cultivate those qualities. He believed that people should strive to build a foundation of qualities and values for public servants to fulfill their social responsibilities, which he saw as the first practical virtue of public service. This is not to say that these are the values that current public servants should pursue, or that they are the ideal public servant. But stagnant water rots, and skills that are not constantly developed can never be of benefit to others. Furthermore, he believed that public officials should perform the tasks assigned to them by their office, based on a sense of infinite responsibility to the world of heavenly adepts. He worked tirelessly as a public servant who practiced not deviating from the principles of his assigned duties, and as a scholar who endeavored to set the world on the right track. Choi believed that no matter how much the world changes, the same values and practices should remain the same. That's why he tried to hold on to a world that was only trying to change. He asked himself, as ‘a doctrines of Chu-tzũ’ who had studied SungConfucianism, what he should do and how he should do it. And hejudged what should be followed and what should not be followedand put it into practice. And he Don't hesitate or hold back in theprocess. He resolutely sought to extend his beliefs to the world; hebelieved it was the way of the virtuous, the way of the publicservant, and he was steadfastly optimistic about it
