국문 초록

독일은 통일된지 20여년이 흘렀으나 아직도 정치 경제적 관점에서동서독간의 문화적 차이가 존재하고 이데올로기의 청산이 정리되지 아니한 상태이다. 동서독 주민들은 민주주의, 사회주의, 자유와 평등 개념 등이 상이한데다 정치 참여 행태도 다르다. 서독과는 달리 동독은사회주의 체제를 경험한 이유로 그렇게 판단된다. 먼저 통일 후 동독주민들이 통일에 대한 기대가 충족되지 못한데다가 동독 내 정부기관이나 산업체가 대부분 서독의 엘리트에게 점령당하자 주민들의 분노가 폭발하고 자유민주주의 체제에 대한 불만으로 표출되었다. 체제가 다르고시장경제도 차이가 있고 시민들의 민주에 대한 자율적 훈련이 결여된때문으로 생각된다. 이와 같은 주민들 상호간의 정치문화와 체제 인식의 차이가 독일 국민의 동질성 회복은 물론 민족 공동체 형성에 걸림돌이 되고 있다. 따라서 통일 한국의 미래상도 이런 점에 참고하여 남북의 문화적 차이 특히 주민들의 문화적 인프라 구축(TV, Internet,)은물론 대량 실업과 지역관리 및 문화관리가 절실한 과제로 인식할 것을우리 정부에 요청하는 바이다.

영문 초록

After German reunification it has passed about 20 years, aber the culture difference of the ost and west still exist by the reason of political system. Ost inhabitants in Germany expect that the domestic scene has not been better, with missing of the expectations since Unification of germany. East german administrator can not be settled in west german government instead, they expect that german reunification would actually help in retieving the commonality of the two germany. it would not be a great help for their expectation that is the reason why the both german government will have to provide support and protection for them what kind of democray or of the market economy, they can expect, self regulating discipline of democracy and so on. They need to fight their way to success of free democracy. If they conqure the difference of both politicics and cultures. For such a reason as mentioned, in Germany remain obstacles toward recovering the cultural homogeneity of Eastern and western Germany and forming an ethnic community. Thus, Korea has to keep in mind of this state of affairs of Germany and to solve the problems for the unification of South and North Korea.: manifold cultural differences between South and North Korea, building up cultural infrastructures(TV, Internet), mass unemployment and Management for community and culture. it can be useful to our Reunification of national reconciliation and unity in Korea. we need that service of the course of geman study.
