국문 초록

건축물 안전사고 예방을 위한 법·제도적 강화에도 불구하고 건물 관련 안전사고는 계속하여 발생하고 있으며, 많은 경우 관리 주체의 안전 규정 미준수와 개인의 관리업무 소홀이 사고의 원인으로 밝혀지고 있다. 특히 건축물의 안전사고는 건축물의 밀집화와 대형화 추세로 인하여 대형사고로 이어져 사회구성원의 안전에 대한 사회적 불안감을 증가시킨다. 따라서 본 연구에서는 안전한 공간 조성을 위한 방법으로 건축물 관리의 안전문화 도입을 제시코자 하였다. 이를 위하여 안전문화 정착을 위한 시작으로 외부수준의 억제효과 강화를 위하여 조직과 개인에 대한 행정제재 방안을 제시하고, 안전의식과 강화를 위한 교육제도의 신설을 제안하였다. 이를 통하여 건축물 안전관리 분야에 있어서 외부수준의 법규정의 강제력과 프레임워크가 정상적으로 작동하여 조직수준과 안전관리 종사자 개인의 안전인식과 안전행동에 변화를 가져올 것을 기대하였다.

영문 초록

Building-related safety accidents continue to occur despite the strengthening of laws and systems to prevent safety accidents in buildings. In particular, safety accidents in buildings lead to large-scale accidents due to the density and enlargement of buildings, increasing social anxiety about the safety of members of society. Therefore, in this study, we tried to suggest the introduction of a safety culture in building management as a method for creating a safe space. To this end, as a starting point for the establishment of a safety culture, a plan for administrative sanctions against organizations and individuals was presented to strengthen the deterrence effect at the external level, and the establishment of an education system for safety awareness and reinforcement was proposed. Through this, it was expected that the enforcement force and framework of external level laws and regulations would work normally in the field of building safety management to bring about changes in safety awareness and safety behavior of the organization level and individual safety management personnel.
