국문 초록

최근 학교텃밭은 학교 폭력 예방, 도시농업 활성화, 지구온난화 예방, 식생활 교육 등 다양한 목적으로 활용되는 중요한 교육 공간이 되고 있다. 본 연구는 학교텃밭 교육 프로그램의 집행요인을 분석하여 향후 보다 나은 프로그램 운영을 위한 시사점을 도출하고자 하였다. 선행 연구를 토대로 집행요인 분석 틀을 개발한 뒤 이를 토대로 문헌 연구법을 사용하여 학교 텃밭 프로그램 집행 특성을 분석하였다. 분석 결과, 첫째, 다양한 정책결정자들이 학교텃밭 교육을 통해 경제·사회 전반을 아우르는 다양한 문제를 해결하고자 하였기에 정책의 초점이 학교 현장, 교육 문제에서 벗어날 위험이 있었다. 둘째, 학교별 집행 맥락에 따라 정책 대상자 수준에서 발현되는 정책 효과가 정책 결정자 수준에서 하달된 정책 목표와 달라질 가능성이 있었다. 셋째, 정책 결정자 간 상호작용에 비해 시민단체, 전문가, 언론, 학교 등 정책집행자 및 다양한 이해관계 집단 사이의 상호작용이 부족하였다. 향후 학교텃밭 교육 프로그램은 이러한 집행 과정상의 특징을 고려하여 운영 및 개선될 필요가 있다.

영문 초록

In Korea, school farms have recently been used for various purposes such as preventing school violence, revitalizing urban agriculture, promoting ecological education, and developing healthy eating habits. This study delves into the implementation process of the School Farm Program in Seoul by analyzing the policy implementation factors through a literature review. Based on previous studies on policy implementation, I developed the policy implementation analysis framework and identified four policy implementation factors: policy environment, policymakers, policy implementers (schools), and policy targets (school community members). The results of the study are as follows. First, there is a risk that the focus of the policy would deviate from the school field and educational issues since multiple policymakers pursue different goals encompassing economic and social needs using school farms. Second, policy effects expressed at the policy target level can be different from the policy goals presented at the policymaker level depending on each school’s implementation contexts. Third, the interaction between policy implementers and various interest groups such as civic organizations, experts, and media was insufficient compared to the interaction between policymakers. In the future, the School Farm Program needs to be operated and improved in consideration of these characteristics that are connected to the policy implementation process.
