국문 초록

이 논문은 스위스의 대(對)한반도 정책 중에서 특히 1953년부터 2009년까지 스위스의 대북정책의 변화를 외교사적 관점에서 분석한 것이다. 우리는 무엇보다도 이 시기 동안 스위스의 대외정책의 변화가 냉전종식과 유럽통합이라는 두 가지 대외환경 변화와 밀접한 관계가 있었다는 사실에 주목한다. 그래서 이 논문은 다음과 같이 세 가지 순서로 구성된다. 첫째로 냉전시기 스위스 대외정책의 특징인 ‘공정한 중재자(Impartial arbitrator 혹은 Good offices)’라는 관점에서 이 시기 스위스의 대북정책의 특징을 살펴본 후, 둘째로 냉전종식 이후 스위스 대외정책의 특징인‘적극적 중립(Active neutrality)’이라는 관점에서 이 시기 스위스 대북정책의 변화 지점을 분석한다. 그리고 셋째로 유럽통합이 심화되면서 나타나는 ‘유럽화(Europeanization)’에 대한 최근 학계의 논의를 바탕으로, 스위스와 유럽연합 사이에서 나타나는 정책적 수렴현상이 대북정책에서도 나타나고 있음을 보여준다.

영문 초록

This article attempts to explore the Switzerland’s Foreign Policy towards the Korean peninsular, notably regarding the North Korean crisis, by lifting the historical veil in the period from 1953 to 2009. In particular, our attention will be paid to the evolution of Switzerland’s Foreign Policy in relation to the evolution of its external environment, such as the end of the Cold War and European integration. This article is organized as follows: the first part will deal with Switzerland’s Foreign Policy towards North Korea in the era of the Cold War. The second part will explore the evolution of its policy towards North Korea in the context of the post-Cold War era. The third part will discuss the policy convergence between Switzerland and the EU by raising the question of Europeanization of Switzerland’s Foreign Policy.
