국문 초록

지방자치의 관점에서 국토의 균형개발에 대한 논의는 중요한 의미를 갖는다. 국토의 균형 개발을 중앙정부가 주도적으로 중앙의 개입과 조정력을 강화하여 추진하는 경우 지방의 자율성과 자치권을 제한할 소지가 있다. 따라서 지방자치단체가 중앙정부의 균형발전정책과 입법에 적극적으로 참여하고, 자신의 지역의 균형발전에 주도적인 역할을 담당하는 것이 필요하다. 이러한 측면에서 지방의 자치법규인 조례에 근거한 균형발전의 추진은 중요성을 갖는다. 이 논문에서는 국토의 균형개발과 관련하여 가장 일반적인 적용범위를 갖는 지역균형발전 지원에 관한 조례 를 중심으로 국토균형개발에 있어 조례의 역할에 대해 살펴보았다. 구체적으로는 국토균형개발에 관한 조례의 현황과 쟁점에 대한 분석을 통해 그 개선방안 및 조례의 역할을 제시하였는데, 먼저 국토균형개발에 관한 정책과 입법 및 그 집행에 있어 국가와 지방자치단체의 연계를 강조하였다. 또한 지역균형발전조례의 명확성과 지역균형발전사업 추진의 투명성이 필요함을 주장하였다. 더불어 지역균형발전사업의 실효성 확보를 위한 방안과 기초지방자치단체 및 주민 참여절차의 중요성을 강조하였다.

영문 초록

In terms of local autonomy, the discussion of balanced development of national territory has important implications. Balanced national development could limit local autonomy if the central government takes the initiative in promoting central intervention and coordination. Therefore, it is necessary for local governments to actively participate in the balanced development policies and legislation of the central government and to play a leading role in the balanced development of their regions. In this respect, it is important to push ahead with balanced development based on local legislation, local ordinance. The paper examined the role of the ordinance in balanced national development, focusing on ordinances on support for balanced regional development , which has the most common coverage related to balanced national development. More specifically, the roles of measures and ordinances were presented through an analysis of the current status and problems of ordinances on support for balanced regional development. First, this paper stressed the importance of national and local government policies on balanced development, and links to legislation and enforcement of them. It also insisted on the clarity of ordinances on support for balanced regional development and the transparency of the promotion of balanced regional development projects. In addition, the this paper emphasized the importance of measures to secure the effectiveness of balanced regional development projects and the participation process of local governments and residents.
