국문 초록

최근 몇 년간 의료 해외 수출 산업은 잠재력과 가능성이 높은 신성장 동력 분야로 인식되기 시작하였고, 이에 따라 의료기관의 해외 진출 사업이 구체화되기 시작하였으며 지속적으로 그 사례가 증가하는 추세이다. 2015년 의료해외진출법이 제정되며 법과 제도의 측면에서 의료 해외 진출을 뒷받침할 수 있게 되었고, 의료해외진출법의 시행으로 의료 해외 진출은 정부의 지원을 법적으로 제공받을 수 있는 근거를 마련하였다. 본 연구는 구체화 단계에 있는 의료기관의 해외 수출의 현황과 성과, 한계를 파악하고 정부의 지원 정책을 검토하고 논의하는데 그 목적이 있다. 본 연구는 의료 기관 해외 진출 시 고려할 사항과 지원 정책을 고찰함으로써, 의료 해외 수출 시 주요 과제 설정과 논의사항을 위한 기초자료를 제공하였다는데 의의가 있다.

영문 초록

In recent years, the medical overseas export industry has begun to be recognized as a new growth engine with high potential and possibility. Accordingly, the overseas expansion of medical institutions has begun to materialize, and the number of cases continues to increase. In 2015, the Medical Overseas Expansion Act was enacted to support medical overseas expansion in terms of laws and systems, and the implementation of the Medical Overseas Expansion Act provided a basis for legal support from the government. The purpose of this paper is to understand the current status, performance, and limitations of overseas exports of medical institutions in the materialization phase, and to review and discuss the government’s support policies. This paper is meaningful in that by reviewing the considerations and support policies of medical institutions overseas expansion, it provided basic information for setting and discussing major tasks for overseas medical export.
