국문 초록

본 연구는 19대 국회 말미에 크게 이슈가 되었던 테러방지법 제정에 대한 유권자들의 태도에 영향을 미치는 요인들이 무엇인지 분석하는 것을 목적으로 한다. 테러방지법은 여야 간의 극심한 갈등 끝에 국회의장의 직권상정을 통한 여당 의원들의 단독 표결로 본회의에서 통과되었다. 유권자들의 특정 이슈에 대한 태도 혹은 투표행태에 영향을 미치는 요인들은 주로 정당, 후보자, 이슈, 매스미디어, 인구통계학적 요인들로 밝혀지고 있는데, 주요 쟁점 법안에 대한 유권자들의 태도에 미치는 요인들을 분석하는 것은 제한적으로 이루어져 왔다. 당파적 양극화가 크게 나타난 테러방지법이 통과된 상황 속에서 유권자들의 법안 제정에 대한 태도에 엘리트들처럼 당파성이 큰 영향을 미치는지, 다른 요인들이 더 큰 영향을 미치는지 분석하는 것은 법안에 대한 국회의원들과 유권자들의 태도에서 어떠한 유사점과 차이점이 나타나는지 보여줄 수 있는 기회를 제공해 준다. 분석 결과, <모형 3>에서는 유권자들의 당파성과 이념성향이 테러방지법 제정에 유의미한 영향력을 미치는 것으로 나타났다. 본 연구의 주요 독립변수인 테러방지법과 관련된 이슈들에 대한 태도 변수를 포함시킨 <모형 4>에서는 이념 변수의 통계적 유의성이 사라졌고 정당지지 변수의 통계적 유의성과 영향력 또한 앞선 모형과 비교했을 때 감소하거나 사라졌다. 이와 함께 테러방지법과 관련된 이슈들인 국가보안법 폐지, 도·감청 불가피, 경제발전 대 민주주의 이슈에 대한 태도가 강력한 영향을 미치는 것으로 나타났다. 이 같은 결과는 유권자들이 법안에 대한 찬반 결정에서 단순히 당파성과 이념뿐만 아니라 법안과 관련된 세부 이슈들에 대한 태도를 고려한다는 점을 시사해 준다.

영문 초록

This study aims to analyze the factors that affected the attitude of voters toward the anti-terrorism bill that became a major issue at the end of the 19th National Assembly. The anti-terrorism bill was introduced to a plenary session through the National Assembly speaker s authority of ex officio proposal after a severe conflicts between the ruling and opposition parties, and was passed through votes by only the ruling party. The factors influencing voters attitudes and voting behavior are mostly identified as party identification, candidate, issue, mass media and demographic factors. Discovering the factors affecting voters attitudes toward conflictual bills has been limited. Analyzing the attitudes of voters to the legislation in the context of the passage of anti-terrorism legislation, which has been largely driven by partisan polarization, provides an opportunity to show what similarities and differences appear in the attitudes of legislators and voters to the legislation. As a result of the analysis, show that the partisanship and ideological orientation of the voters had a significant influence on the enactment of the anti-terrorism law. In , which included attitude variables for issues related to the Anti-Terrorism Act, statistical significance of ideological variables disappeared, and the influence of partisans decreased in comparison with the previous models. In addition, attitudes toward the abolition of the National Security Law, tapping and monitoring and economic development versus democracy issues have a strong impact on dependent variable. The results suggest that, in their decisions on the bill, voters consider not only the partisanship and ideology, but also their stance on the issues related to the bill.
