국문 초록

최근 북한은 남북한 간 신형 군사 장비의 열세를 극복하고자 비대칭전력의 하나인 사이버테러 역량 강화에 주력하고 있다. 국내외 연구기관과 전문가들은 북한의 사이버테러 수행능력을 최고 수준으로 평가하고 있다. 북한은 정찰총국, 총참모부, 통일전선부 등 대남 공작부서 내에 사이버테러 조직을 두고 있다. 이 조직들은 사이버 전사를 중국 등 해외 거점에 파견해 사이버테러 후 곧바로 해산시켜 다른 임무를 부여하거나 복귀시키고 있어 피해 당사국은 공격근원지를 확인하기 어렵다. 북한의 대표적인 사이버테러 그룹은 정찰총국 예하에 있으며 이들 조직은 실시간 우리나라와 세계 각국을 대상으로 악성 프로그램 유포, 해킹 등의 사이버테러를 통해 천문학적인 물적·금전적 경제손실을 입히고 국가안보까지 무력화시키고 있다. 따라서 본 연구에서는 북한의 사이버테러 조직의 실태와 수행능력을 살펴보고 실질적인 대응태세를 개선하기 위한 법적·제도적 개선방안을 고찰하고자 한다.

영문 초록

Recently, North Korea is focusing on strengthening its cyber terror capability, which is one of asymmetrical forces, to overcome the weakness of new military equipment between the two Koreas. North Korea selects excellent cyber talents and deploys cyber terrorism training programs, and deploys them to the military cyber work department to carry out cyber terrorism targeting South Korea and the world. Domestic and foreign research institutes and experts evaluate North Korea s ability to carry out cyber terrorism to the highest level. North Korea has a cyber terrorism organization in the Duke of South Korea, including the Reconnaissance Bureau, the General Staff, and the Unification Front. These organizations dispatch cyber warriors to overseas bases such as China, concealing the source of attack after cyber terrorism, and dismissing them immediately to grant or return other missions to remove traces. North Korea s representative cyber terrorism groups include Lazarus, Geumsung 121, Kimsuky, and Hidden Cobra. These organizations inflict astronomical material and financial economic losses and incapacitate national security through real-time cyber terrorism such as dissemination and hacking of malicious programs in Korea and around the world. However, since North Korea maintains security on cyber powers such as cyber organizations and capabilities, practical research is insufficient due to the limitation of data access. Under these consciousness, this article examines the actual situation of cyber terrorism organization in North Korea and its ability to perform cyber terrorism, and examines the legal improvement measures. These findings can be meaningful in that they can be used as basic data for establishing North Korea s cyber terrorism strategy and preparing countermeasures.
