국문 초록

이 연구는 과학기술의 학문적, 사회적 의미와 확장과 실행과 실천으로서의 중요성 확대로 기여 받은 젠더 분석에 역으로, 과학기술이 기여할 수 있는 바가 무엇인지를 모색하는 시론적 고찰을 목적으로 한다. 이 과정에서 기술영향평가의 벤치마킹과 도입 가능성은 젠더레짐의 포괄적인 실행과 정책의 재구성의 실행주체의 활용의 측면으로 역시 과학과 기술에 관한 학문적, 정책적 담론이 젠더정책에 기여할 수 있는 세부 방안으로 검토하였다. 더불어, 과학기술분야의 젠더분석의 정책적 실행으로 정책적, 사회적문화적‘목소리’를 확보한 여성과학기술인이 이제는 역으로 젠더분석에 과학기술 전문가로 기여할 수 있는 가능성을 제시하고자 하였다. 이를 위해 여기서는 한국정부의 젠더레짐의 현황을 지방정부 특히 부산지역을 중심으로 한 구체적인 정책 추진 현장에서의 과정과 내용을 통하여 검토하였다. 지방 및 기자치단체의 성별영향평가, 성인지예산서 그리고 여성친화도시 추진을 중심으로 이루어지고 있는 현재의 젠더레짐은 정책 추진의 기반이라 할 수 있는 정보 및 통계의 전문성과 공개성, 정책 행위 주체별 전문성과 거버넌스 활용의 양적, 질적 부족과 정책의 실질적 추진을 위한 영역 포괄성 부족이라는 한계를 보여주고 있었다. 젠더레짐의 추진 과정에서 도출되는 이들 한계의 해소 가능성으로 과학기술의 젠더분석을 통한 매핑 기술의 구성과 활용, 자동차의 설계로부터 생산과 소비에 이르는 전 과정에서의 새로운 공간과 기술활용 가능성 그리고 기술에 대한 영향평가 사례를 토대로 한 정책 및 영역 포괄성 구현과 실행 그리고 참여형 거버넌스의 활용 가능성을 살펴본다.

영문 초록

The purpose of this study is to examine the ways in which science and technology can contribute to the gender regime in Korea. For this purpose, the benchmarking of the technology impact assessment is considered in terms of the comprehensive implementation of the gender regime and the use of the actors in the restructuring of the policy as detailed ways in which academic and policy discourse on science and technology can contribute to gender policy. In addition, this study aimed to suggest the possibility that women scientists and engineers, who have secured the political, social and cultural“voices”through the policy implementation of gender analysis in science and technology, can now contribute to science and technology experts in gender analysis. To solve the actual limitation and task which is derived from the process of promoting gender regime, two successful gender innovation case in science and technology were reviewed at the same time. One is mapping technology through gender analysis case and another is concerned to the vehicle project. The Sceince and technology was one of the longest gender blined domain both academic and social aspect. It was gender analysis and social impact assesment effort who played a major role to open the gender blinded curtain in science and technology. This study suggest the scientific methodology of gender analysis, the attempt of implementation gender innovation to the civle space construction of government, the expansive inclusiveness of various politic domain to gender politices and more effort to bring in the gender governance various and expertised human resource as well as women scientists and engineers.
