영문 초록

Local Community Board was introduced to enhance self-governing capacity and autonomy of local residents. Its history is still short but Local Community Board system may not yet become established. Local Community Boards have deliberation, voting, and implementation functions. Those functions, however, are only related to operate or manage local community centers that have mainly learning and leisure programs. These activities may be far away from its intended goals of helping local autonomy. Jeju Special Self-Governing Province has been paying attention to Local Community Board. When Jeju Special Self-Governing Province launched in July 2006, its autonomous political units of Shi, Eup, and Myun were discarded. Thus, the Province has been feeling to find some complementary measures to support local autonomy. In this context, this study tries to find ways to revitalize Local Community Boards by surveying the awareness on the Board of the 119 Board members. The survey results show practical implications to revitalize Local Community Boards. Above all, the results suggest to reform the procedures to compose the Board members and to develop strategies for the Board activities and programs.
