정부혁신관점에서 정부3.0정책의 성과분석

국문 초록

이 연구는 박근혜정부가 정부혁신의 활동을 추진한 정부3.0의 성과를 참여자 인식조사와 인터뷰 방식으로 진행하였다. 분석의 다양성을 위하여 참여정부의 혁신수준진단모델(GII)을 원용하여 분석모형을 설정하였고, 다양한 비교분석을 시도하였다. 분석결과, 조사에 참여한 중앙정부와 공공기관들은 지속적인 혁신활동을 통해 많은 개선이 있었지만, 여전히 정부혁신을 추진하는데 고려해야 할 사항들이 도출되었다. 성공적인 정부혁신은 혁신을 추진하는 기관차원에서 전구성원이 비전->전략->과제 차원에 대한 공유가 전제되고, 혁신활동에 대한 주기적･상시적 진단과 환류 노력이 요구되었다. 또한 이 연구는 구성원들의 적극적이고 자발적인 학습이 있고, 이것이 조직 내･외부 주체들과 연계된 학습조직의 형성이 요구되며, 혁신주도부처가 충분한 교육콘텐츠의 제공과 리뉴얼이 있어야 한다는 점도 제시하였다. 결국 혁신의 지속성과 성장성은 기관의 조직문화에 내재화되어야 가능하며, 이를 위해 적절한 보상과 격려와 컨설팅이 구성원의 눈높이에 맞게 이루어져야 한다는 점도 제안할 수 있었다.

영문 초록

This study was focusd on the performance of Park’ Gov. 3.0 in Government Innovation perspectives by Participants Recognition Survey. For the diversity of analysis, the analysis model was set up by using the GII of the Participatory Government. As a result of the analysis, the central government and public institutions participating in the survey have made many improvements through continuous innovation activities, but successful government innovation requires that all members share the vision → strategy → task dimension at the organizational level that promotes innovation, and periodic and regular diagnosis and feedback efforts are required for innovation activities. In addition, this study suggests that the active and voluntary learning of the members, the formation of the learning organization in connection with the internal and external subjects, and the innovation-led ministries should provide sufficient educational contents and renewal. Finally, it is suggested that sustainability and growth of innovation should be internalized in the organizational culture of the organization, and appropriate compensation, encouragement and consulting should be done according to the level of the members.
