국문 초록

인적자본은 매우 중요한 정책적, 학술적 과제이다. 우리는 이러한 중요한 주제를 정부의 학자금지원정책에 중점을 두고 연구하였다. 그리고 최초로 이를 金融史적인 관점에서 역사접근법을 채택하여 분석하였다. 경제성장을 위한 중심축이 물적자본에서 인적 자본으로 옮겨간 점을 고려해 볼 때 인적자본의 육성을 위한 학자금지원의 범위는 더욱 확대될 것으로 예상된다. 그러나 대출 위주의 기존 채권형 학자금지원은 그간의 성과에도 불구하고 새로운 환경에서 많은 한계를 드러내고 있다. 따라서 새로운 학자금 지원 제도는 주식형과 같은 투자형으로 전개될 수밖에 없을 것으로 예상된다. 투자형 학자금 지원이 본격화되기 위해서는 가치평가를 위한 정량적, 정성적 정보의 수집과 활용이 필요한데 이는 이미 다양한 정부기관에서 관리되고 있어 새로운 학자금지원제도가 등장할 수 있는 여건은 충분히 마련되어있다. 또한, 저금리, 저성장 시대를 극복하기 위해 투자자들은 전통적 투자수단을 대체할 대안을 적극적으로 모색하고 있으므로 투자형 학자금 지원은 실제로 도입될 가능성이 매우 높다. 본 연구의 목적은 학자금지원과 관련된 정책의 진행방향을 예측하는데 있으며, 이를 통해 실현가능성과 추진체계를 구체적으로 제시하였다는데 정책적 시사점이 있다.

영문 초록

We studied the history of financial support for human capital in Korea with emphasis on government student aid policy. We analyzed it for the first time from the financial perspective, adopting a historical approach. Given that the engine for economic growth has moved from physical capital to human capital, it is expected that the range of student aid for the promotion of human capital will expand. Even though the debt-focused student aid based on loans has much achievement, it has become to expose many limitations under the new financial environment. Therefore, the new student aid program is expected to evolve into equity-like contract. In order that equity-like student aid program cad be stepped up, the collection and utilization of qualitative and quantitative of student information for valuation is required. Since various government agencies have already managed the information, circumstances for equity-like aid have been prepared enough. Facing years of low interest rates and growth, investors are actively seeking alternatives which will replace traditional investment methods. So equity-like student aid program is highly likely to be adopted in capital market. This study has policy implications in that it specifically predicted not only the development direction of student aid policy but also its realization and implementation.
