사하(야쿠티야) 공화국의 에너지 정책과 기후-환경 위기요인

국문 초록

본고는 사하(야쿠티야) 공화국 정부가 러시아 연방 정부의 에너지 전략에 준하여 수립한 에너지 정책을 유가스전 개발 부문과 재생에너지 부문에 초점을 맞추어 정리하고, 사하(야쿠티야) 공화국의 에너지 프로젝트 들에 위협적인 기후변화와 환경오염 현상을 살펴보는 데 목표를 둔다. 동 공화국 정부가 추진하고 있거나 추진 예정인 대규모의 탄화수소 에너지 개발 및 수송, 그리고 대규모 전력 생산 및 송배전 프로젝트들은 동공화국에서 심화되고 있는 기후변화와 환경오염으로 인하여 갈수록 위협받을 것으로 우려된다. 이에 대한 에너지 부문의 위기관리 대책으로서 기후변화와 환경오염의 부정적 영향이 상대적으로 적은 에너지 효율 개선, 에너지 절약 및 재생에너지 부문의 비중을 증대시켜야 할 것으로 보인다. 그런 맥락에서 현지 에너지 시장에 진출하고자 하는 한국 기업들은 국내는 물론 현지의 유관기관들과 국제적인 관산학 협력 체제를 구축하여 자연적 위기요인들에 대한 종합적인 위기관리 체제를 수립하고, 에너지 효율 개선, 에너지 절약 및재생에너지 부문에서 현지의 자연환경 및 인문환경에 적합한 적정기술을 개발하여 상품화하는 방안을 모색 해볼 수 있을 것이다.

영문 초록

This research note aims to summarize generally the energy policies of the Republic of Sakha (Yakutia), which were established in accordance with the Russian federal energy strategy, and enumerate the negative influence of climate change and environmental pollution on energy projects in the republic. Intensifying natural risk factors relating to climate change and environmental pollution may threaten robust energy projects which are or are to be implemented in the republic. not just in relation to large-scale hydrocarbon energy development and transport, but also to energy efficiency, energy saving, and renewable energy development. However, the latter energy projects will be less vulnerable to those natural risk factors comparatively and contribute to sustainable energy supply on the long term. Korean energy companies interested in the energy sector in Siberia and the Russian Far East are required to establish comprehensive risk management against intensifying natural risk factors by formulating international tri-sector partnership with other organizations, and develop appropriate technology in relation to energy efficiency, energy saving and renewable energy development considering the specific natural and human environments. That will lay the foundation for Korean companies to enter the local energy market in the more sustainable way in environmental, social and economical dimensions.
