영문 초록

2011 Tohoku earthquake and tsunami occurred on March 11, 2011 was the strongest earthquake observed through the history of Japan. The damage was snowballed with tsunami and it was chained to the explosion of nuclear power plant, which horrified the whole world. This paper reviewed how 2011 Tohoku earthquake and tsunami affected the philosophy of disaster management concept, and tried to find what can be learned from it. A major change is a shift of the concept for managing a large scale damage from prevention to reduction. In the related context, soft disaster management became more important than ever. Fail safe design was also highlighted to prevent unexpected big damage. And the use of extra public facility was re-evaluated.
