국제 테러리즘의 분석을 통한 전망에 대한 함의

국문 초록

본 연구는 테러리즘의 형태와 사회현상을 알아보기 위해 최근 발생되고 있는 국제테러리즘의 현황을 분석한 후, 향후 테러리즘의 전망에 대해 살펴보고자 하였다. 국제테러리즘의 현황을 분석해 본 결과, 뉴테러리즘으로 인한 최근 국제테러리즘의 연도별 발생건수는 소폭으로 증가하는 추세를 보이고 있는 반면에 부상자 수와 사망자 수는 급격히 증가하고 있으며, 지역별로는 아․태 지역과 아프리카 지역에서 여타 지역에 비해 상대적으로 증가하는 추세를 보이고 있지만, 전체의 지역에 있어서는 중동 지역에서의 테러 발생이 여전히 강세이다. 또한, 공격 유형별에 있어서는 전체적으로 폭파와 무장공격을 이용한 테러가 가장 높게 나타나고 있으며, 공격 수단에 있어서는 폭발물과 총기류, 중화기가 여타 공격 수단에 비해 압도적으로 높게 나타나고 있다. 이러한 분석을 통해 향후 테러리즘의 전망에 대한 방향을 제시하면 다음과 같다. 첫째, 정보통신의 발달로 인해 테러조직은 변화할 것이다. 둘째, 테러목적을 달성하기 위한 무기의 재정마련을 위해 테러리스트들은 마약조직과 연계할 것이다. 셋째, 국제테러는 알 카에다를 비롯한 이슬람 과격세력이 주도할 것이며, 그들의 표적대상은 미국을 비롯한 미국과의 동맹국가들 일 것이다. 넷째, 대량살상과 다량의 운반을 이용한 용이성에 기인하여 폭발물과 총기류와 같은 전통적인 테러공격의 수법은 지속될 것이며, 자살테러 역시 여전히 사용될 가능성이 농후하다. 다섯째, 테러리스트들은 그들의 목적을 최대한 달성하기 위해서 대량살상무기를 이용한 공격의 가능성이 높을 것이다.

영문 초록

This study is to analyze the current status regarding international terrorism and inspect the prospect of future terrorism by looking into types of terrorism and overall social phenomena. Through the analysis of the recent international terrorism, it comes to conclusion that recently the annual figures of international terrorism showed a slight increase and yet the wounded and casualty numbers have been a steep increase. By regions, in Asia-pacific and Africa, the number of acts of terrorism is growing and of all regions in the world, terror in the Middle East still remains strong. Also, the number of acts of terrorism with an explosive and armed aggression is the highest in types of attack. Looking at the raid devices, an explosive, firearms and heavy weapons takes the overwhelming superiority compared with other devices. The prospects for future terrorism would be summarized as follows. Firstly, the current terror network will change due to the development of information-communication technologies. Secondly, it is likely that terrorists ally themselves with drug rings to establish fiscal reserves which help them to accomplish the goal of terror itself. Thirdly, Islamic extremists including Al-Qaeda will lead the international terrorism and USA and her ally may be a major target for terrorism as it is a key U.S. ally. Fourthly, traditional methods used in terror attack like an explosive and firearms will go on and it is highly likely that suicide missions will have been used constantly. Fifthly, terrorists would employ alleged weapons of mass destruction to attain what they want as they can.
