Korea s housing supply system has several unique methods to meet the needs of the times for building a large quantity of homes. First, the government set the rule of housing supply for both sides of public and private markets Second, to supply housing primarily to people who don t have a home, new housings become the targets of housing supplement Therefore, some measures should be taken such as limiting the qualification for buying the house, gracing and controling the housing price. To help people make money for buying housing and construction firms raise the funds for building homes effectively, saving system for tenants and prior-sale system are introduced Finally, the housing supply methods in public and private markets are almost similar, so the role as a market is not clearly separated. These three features caused the dilemma in that housing policy is used as an economy-invigorating policy in recession and an speculation-control policy in overheating economy. Korea s housing supply system should be improved in both the frame and the content to support effectively the subjects of the housing policy and the changes of the housing market
To find the improvement direction of the housing supply system, three other countries such as Japan, the United States, Singapore are examined as follows. The common thing of these countries is that the housing subjects controled by the government are clear. The private housing market isn t affected by the government s housing policy. Second, financial support system is well developed for both demander and supplier. In the States, the government serve some people grant guarantee of the mortgage lend through activating private housing financial market. Moreover, developers can get short-term funds through several methods from developing and selling. Finally, public housing market are well-developed m both Japan and Singapore Public housing loans in Japan are very various and give funds to individual, businessman, investor respectively. The level of support depends on what housing each one will buy. In Singapore, public housing market occupies over two thirds and the government intervenes the public housing market not the private housing market. This public housing market isn t so much affected by economic fluctuation and Income changes, so common people don t feel Insecure because of housing problems.
In korea, the government controls both private and public housing markets so the efficiency of policy is low and the private housing market doesn t work well. Therefore, the housing supply system needs to make the subjects of the policy clear and to access each subject distinctively.
