영문 초록

In construction industry, generally a purchase precedes a production. So, there is a difficulty to know a price of a product. Sometimes this brings about the asymmetric information problem In order to prevent this problem and promote effective trades, the government announces quantities and prices of production ingredients. The more reflect real prices, the more promote effective trades. 「An inquiry about construction workers' wages」is a trial to announce prices of the labor force in construction industry. It is conducted by Construction Association of Korea. That is, in construction industry the government entrusts an inquiry about construction workers' wages to Construction Association of Korea. Goals of this study are improving objectivity and actuality of this inquiry and promoting reflection of actual wages into a bidding price So, by analysing various problems of present inquiry methods, we suggest some Improvement schemes. In addition, we'd like to show the time schedule of the Improvement schemes. The first step is to supplement the inquiry under the present rules. 1) In order to Improve objectivity, sampling on the basis of construction site systematically and forbidding replacement at will 2) In order to improve convenience, omitting the others' signatures except a writer who fills up the inquiry sheet. 3) In order to improve clearness, redefining the scope of wage by excluding food expenses from wage and by excluding an equipment rent from wage. 4) In order to improve clearness, redefining the working day from a morning meeting to arrangement of construction sites. 5) In order to improve sincerity, enforcing an education for an investigator and making a gift to writer. 6) In order to Improve effectiveness, introducing automatic writing and typing of the inquiry via an internet. The second step needs an acknowledgment of Korean National Statistical Office 1) In order to improve convenience and actuality, inquiring occupational average wage only instead of total sum of wage and total number of worker. 2) In order to improve clearness, inquiring a regular wage except extra wages. 3) In order to prepare 40 working hours a week system, adding one question about working type of working hour and holiday system 4) In order to improve simplicity, eliminating traffic expenses which are uncausal 5) In order to know the situation of construction labor market, adding one question about an excess or deficiency of an occupations respectively. 6) In order to improve promptitude, prescribing addition inquiry to prepare irregular case of wage increasing rapidly. The third step needs assistances of some authorities concerned construction cost. 1) In order to improve effectiveness, simplifying the inquiry occupations. It needs an amendment of working standard. 2) In order to improve actuality, inquiring wage levels according to skin degrees of workers and kinds of products. It also needs an amendment of working standard. 3) In order to guarantee actual labor cost, announcing an hour wage and average working hours a day, and requesting for reflection them on an calculation of construction cost. Additionally, this study shows some political suggestions. Government should carry out a census to know the real situation of construction labor market at least every 5 years. And Construction Association of Korea should invest more money to make a better inquiry.
