영문 초록

This study reviews the U.S. housing policy for low-income families and includes policy suggestions to Korean policymakers based on the comparative analysis of low-income housing programs between U.S. and Korea. Depending on the observation of the low-income housing programs, this study shows that the transition of U.S. housing policy from supply-side subsidy policy to demand-side assistance policy has produced good results, include dropping actual rental payments for low-income families, increasing selectivity for decent home, and reducing federal government expenditure. On the other hand, it has also brought inefficiencies such as increasing market rent and imposing it and low-income tenants. In order to stabilize low-income housing in Korea, the study suggests expanding public rental housing programs and introducing new demand-side subsidy programs based on a comprehensive plan for low-income housing.
