Production Recovery Movement and Management Council: The Origins of Labor-Management Communication in Japan

국문 초록
Purpose: The purpose of this paper is to clarify how Japanese labor-management communication practices began to take root during the process of labor union participation in the production recovery movement, which was part of the national movement in postwar Japan.
Research design, data, and methodology: This paper analyzes strategies that effectively recognize labor unions as legitimate negotiating partners in achieving the shared government-labor-management goal of production recovery, economic democratization strategies that facilitate smooth labor-management communication within management associations, and the formation of management councils as the foundational organizations of the production recovery movement and their actual implementation within companies. It thereby clarifies the formation process of postwar Japan's labor-management communication practices.
Results: The Management Councils, which served as the foundational organizations for strengthening labor-management communication immediately after World War II, initially began to be organized voluntarily within individual companies. Based on this, the Central Labor Relations Commission ultimately disseminated the “Management Council Guidelines” nationwide. This was done by responding to a proposal put forward by the national labor union organization, which had obtained the understanding of management associations.
Implications: The experience immediately following World War II, where government, labor, and management were compelled to engage in voluntary communication despite differing positions in order to achieve the goals of the Production Recovery Movement, is considered to have significantly influenced the subsequent formation of Japan's labor-management communication system. The impact of Japan's “strategic choices” in labor-management-government relations during the reconstruction period on Japanese labor-management communication has achieved tripartite consultation through “strategic choices” in responding to economic crises from the reconstruction period to the present-offers valuable insights even for regions where formal tripartite institutions have not functioned effectively, such as South Korea.
