국문 초록

목적 본 연구는 교사 자원 및 지역 자원 활용을 중심으로 고교학점제 학생 과목 선택권 격차 해소 방안을 탐색하는 데 목적이 있다. 방법 이를 위해 학생 과목 선택권과 고교학점제에 관한 선행 연구를 고찰하고, 사례 연구를 통해 시⋅도 교육청 운영 사례 및 고교학점제 연구학교를 분석하였다. 아울러 사례 간 비교 분석을 통해 교사 및 지원 자원 활용의 공통점과 주요 과제를 도출하고, 이를 바탕으로 실천적 개선 방안을 제시하였다. 결과 첫째, 각 학교는 교사 및 강사 자원의 확보와 지역사회와의 협력을 통해 다양한 선택 과목과 맞춤형 교육을 제공하고 있다. 둘째, 순회교사제, 온라인 공동교육과정, 공유캠퍼스 등 다양한 모델이 도입되어 학생들의 선택권 확대와 교육 자원의 효율적 활용을 가능하게 하고 있다. 셋째, 소규모학교 및 농어촌 지역은 교원 부족과 인프라의 제약으로 과목 개설과 교육 기회의 형평성에 어려움을 겪고 있다. 넷째, 이에 대한 해결 방안으로는 교육청 차원의 정책적 지원과 인력 관리, 지역 연계 강화가 핵심 과제로 제시되고 있다. 결론 학생들의 과목 선택권 격차를 해소하기 위해서는 교사의 적절한 배치와 순회교사제 운영, 행정 업무 경감이 필요하다. 또한, 교사의 역량 강화를 위한 연수와 자율성 확대를 통해 다양한 과목을 효과적으로 지도할 수 있도록 지원해야 한다. 나아가 온라인 공동교육과정과 지역사회 연계를 통해 모든 학생에게 균등한 학습 기회를 제공할 수 있는 체계를 마련해야 한다.

영문 초록

Objectives This study aims to explore strategies for addressing disparities in students’ course selection rights within the high school credit system, focusing on the utilization of teacher and community resources. Methods To this end, previous studies on student course selection rights and the high school credit system were reviewed, and case studies were conducted to analyze the operations of research schools and various provincial and metropolitan offices of education. Furthermore, a comparative analysis of the cases was carried out to identify commonalities and key challenges in the utilization of teacher and community resources, based on which practical improvement measures were proposed. Results Firstly, each school is striving to offer a variety of elective subjects and personalized education by securing teacher and instructor resources and strengthening collaboration with the local community. Secondly, various models such as the itinerant teacher system, online joint curriculum, and shared campus programs have been small-sized schools and those in rural areas face challenges in offering diverse subjects and ensuring equitable learning opportunities due to teacher shortages and limited infrastructure. Fourthly, to address these issues, policy-level support from education offices, systematic personnel management, and reinforced local partnerships are identified as key strategies. Conclusions To narrow the gap in students’ subject selection opportunities, it is essential to ensure appropriate teacher placement, implement itinerant teacher systems, and reduce administrative workloads. In addition, teachers should be supported through professional development and increased autonomy to effectively teach a diverse range of subjects. Furthermore, a system must be established to guarantee equitable learning opportunities for all students by utilizing online joint curricula and fostering collaboration with local communities.
