국문 초록

최근 북한은 한반도의 ‘두 국가’를 선언하면서 대남 및 통일정책의 변화를 꾀하고 있다. 이에 따라 통일교육의 방향과 과제는 어떠한지 살펴보는 데에 연구의 목적이 있다. 2023년 말부터 북한은 한반도 내 ‘두 국가’를 강조하면서, 관련된 행보를 거듭하고 있다. 그러나 개정된 사회주의헌법에서 관련 내용을 명시적으로 확인하기는 어려운 상태다. 하지만 이와 같은 북한의 입장은 남북 관계 속에서 자주 목도되었던 모습이므로 통일교육에서는 한반도의 현실을 파악하는 기제로 인식하는 것이 타당하다. 그러므로 통일교육을 구성하는 내용적 측면으로 접근할 필요가 있다. 향후 통일교육은 인간안보 개념을 확대하고, 남북 간 갈등에 대한 의미를 전환할 필요가 있으며, 청소년 교류 사례를 탐구하여 한반도 시민성을 확대하는 방향으로 나아가야 한다. 이러한 과정 속에서 한반도 ‘두 국가’는 남북의 갈등 양상을 살펴볼 수 있는 좋은 요소가 되며 국제사회의 평화 문제와 마주할 수 있는 중요한 주제가 된다.

영문 초록

Recently, North Korea has declared 'two countries on the Korean Peninsula', seeking to change its South Korea and unification policy. Accordingly, the purpose of this study is to examine the direction and tasks of unification education. Since the beginning of 2024, North Korea has been emphasizing 'two countries on the Korean Peninsula' and has continued to do so. However, it is difficult to explicitly confirm the relevant information in the revised socialist constitution. However, since North Korea's position has frequently been seen in inter-Korean relations, it is reasonable to recognize it as a mechanism for grasping the reality of the Korean Peninsula in unification education. Therefore, it is necessary to approach the content aspect that constitutes unification education. In the future, unification education needs to expand the concept of human security, change the meaning of the conflict between the two Koreas, and explore cases of youth exchange to expand citizenship on the Korean Peninsula. In this process, 'two countries on the Korean Peninsula' becomes a good factor to examine the conflict between the two Koreas and an important topic to face the issue of peace in the international community.
