국문 초록

본 연구는 그리스의 GR-eco Islands 프로젝트를 생태현대화 이론(Ecological Modernization)의 틀에서 분석하고, 약한 EM과 강한 EM 관점에서 이 프로젝트의 정책적 요소와 성과를 평가하였다. GR-eco Islands 프로젝트는 재생 가능 에너지를 기반으로 한 탄소중립과 지속 가능한 발전을 목표로 하며, 지역사회, 정부, 민간 기업 간의 협력을 통해 실행되는 점에서 생태현대화 이론의 실천적 사례로 주목받고 있다. 할키(Chalki), 아스티팔라이아(Astypalaia), 포로스(Poros) 세 섬을 사례로 들어 프로젝트의 정책 설계, 실행 과정, 성과를 분석하였다. 연구 결과, GR-eco Islands 프로젝트는 강한 EM의 핵심 요소인 생태 중심적 접근, 민주적 의사결정, 제도적 개혁을 충실히 반영하였으며, 탄소 배출 감소와 에너지 자립 실현 등 주요 성과를 달성하였다. 그러나 국제적 협력의 부족, 데이터 접근성의 한계, 장기적 효과 평가의 미흡함 등 일부 한계점도 확인되었다.

영문 초록

This paper examines Greece's GR-eco Islands project through the lens of Ecological Modernization (EM) theory, analyzing its implementation and outcomes across both weak and strong EM frameworks. The initiative, which targets carbon neutrality and sustainable development, demonstrates EM principles in practice through collaborative efforts between local communities, government bodies, and private sector entities. Through case studies of three islands—Chalki, Astypalaia, and Poros—we investigate the project's policy architecture, execution strategies, and resultant impacts. Our analysis reveals that the GR-eco Islands project successfully incorporates fundamental elements of strong EM, particularly in its ecological orientation, participatory governance structures, and institutional transformations. While the project has demonstrated measurable progress in reducing carbon emissions and enhancing energy independence, it faces notable challenges, including limited international collaboration, constraints in data accessibility, and gaps in long-term impact evaluation.
