국문 초록

최근 국가 및 지역의 경제성장을 위해 창업생태계 활성화가 강조되면서 창업생태계 구성요소별 자원 투입에 따른 성과에 관심이 높아지고 있다. 본 연구는 서울 창업생태계의 자원 투입 대비 산출 효율성을 분석하고 글로벌 경쟁력 강화를 위한 정책적 시사점을 제시하고자 한다. 이를 위해 2021년 스타트업 지놈 데이터를 활용하여 DEA 분석(Data Envelopment Analysis) 기법을 적용하였다. 분석 결과, 서울은 자금 조달 및 인재 확보 측면에서 높은 효율성을 보였으나, 시장 도달 범위 및 글로벌 네트워크 연결성에서는 낮은 효율성을 나타내었다. 이러한 결과는 서울 창업생태계가 국제 시장 진출과 네트워크 강화에서의 전략적 개입이 필요함을 시사한다. 학술적 기여로서 본 연구는 창업생태계의 효율성을 정량적으로 평가하는 방법론적 틀을 제시하였으며, 기존 순위 중심의 접근에서 벗어나 투입 대비 산출의 효율성을 분석함으로써 창업생태계 연구의 확장 가능성을 제안하였다. 실무적 관점에서는 글로벌 시장 접근성을 제고하고 자원 배분의 최적화를 도모하기 위한 구체적인 정책 방안, 예컨대 해외 진출 지원, 글로벌 파트너십 강화, 성과 기반 자금 지원 체계의 도입 등이 필요함을 강조한다. 본 연구는 창업생태계 구성 요소 간의 상호작용 및 복합적 구조에 대한 심층적 이해의 필요성을 제기하며, 향후 시계열 데이터 및 비계량적 요소를 포함한 후속 연구를 통해 창업생태계의 지속 가능한 발전 방안을 제시할 수 있을 것으로 기대한다.

영문 초록

This study aims to analyze the input-output efficiency of Seoul’s entrepreneurial ecosystem and provide policy implications to enhance its global competitiveness. Utilizing 2021 Startup Genome data, we applied the Data Envelopment Analysis (DEA) methodology. The results reveal that while Seoul demonstrates high efficiency in funding acquisition and talent attraction, it lags in market reach and global network connectivity. These findings suggest the need for strategic interventions to strengthen Seoul’s international market expansion and network integration. Academically, this study offers a methodological framework for quantitatively evaluating the efficiency of entrepreneurial ecosystems, shifting from traditional rank-based assessments to an efficiency-focused perspective. It proposes a novel approach to expand research on entrepreneurial ecosystems by analyzing the balance between input and output efficiencies. From a practical standpoint, the study highlights the importance of specific policy measures, such as supporting international market entry, fostering global partnerships, and implementing performance-based funding mechanisms, to optimize resource allocation and improve global market accessibility. Furthermore, this research underscores the interdependence and complexity of the components within entrepreneurial ecosystems, advocating for a deeper understanding of their interactions. Future research incorporating longitudinal data and non-quantitative factors is recommended to provide comprehensive insights and propose sustainable strategies for the development of entrepreneurial ecosystems.
