영문 초록

(Purpose) Government agencies should pay attention to the role of “Rule of Virtue” in administration and improve the moral standards of officials by establishing supervision mechanisms, formulating ethical standards for officials, and strengthening training. These measures can not only improve the transparency and responsibility of the government and help reduce the occurrence of corruption and abuse of power, but also promote the government to better provide public services and build a trusting relationship between the government and citizens. Therefore, “Government by virtue” is an indispensable part of administration, and the theoretical research and practical application of “Government by virtue” must be strengthened. (Design/methodology/approach) This study adopts a multi-perspective and comprehensive approach to define the definition of “Government by virtue”, uses historical analysis and follows the problem-oriented principle to clarify the important role of “Government by virtue” in Chinese administration, and explains the research “Government by virtue” by asking questions and answering questions. The importance and necessity of “Government by virtue”, and finally using a multi-dimensional approach to propose a path to realize “Government by virtue”. (Findings) First of all, “Government by virtue” is a political and social concept that emphasizes that moral quality, ethical values and personal virtues can play an important role in maintaining social order and governing the country. Secondly, “Government by virtue” has deep historical origins in China and is generally accepted and recognized by the Chinese people. It is not only an indispensable part of contemporary Chinese administration, but also has an important impact in coordinating national affairs. Therefore, the study of “Government by virtue” “Government by virtue” is of great significance. Third, the long tradition of “Government by Morality” and the needs of today's administrative practice constitute the conditions and feasibility reasons for the possibility and feasibility of further realizing “Government by Morality” in Chinese administration. Fourth, in implementing the concept of “adhering to the combination of governing the country by law and governing the country by virtue”, the Chinese government has continuously promoted “Government by Morality” by strengthening the moral standards of officials, improving the construction of laws and regulations supporting “Government by Morality”, and carrying out social supervision. “Further development”. (Research implications or Originality) There is no doubt about the importance of administrative ethics to administration and government. “Government by virtue” is deeply rooted in Chinese culture, making “rule by virtue” the most suitable method for strengthening administrative ethics in China. This illustrates the strengthening of “governance by virtue” Research is necessary, urgent and important. It is of great and far-reaching significance to insist on the implementation of “the combination of law and morality” and “the co-governance of law and morality” in administrative practice.
