영문 초록

This article tried to examine the causes and problems of the decrease in the home protection rate for children subject to protection in Korea, and to come up with a policy improvement plan. Regarding the importance and principle of home protection for children subject to protection, the meaning of the 'Child First Principle' of the Hague Convention and the principle of 'alternative parenting guidelines' of the Convention on the Rights of the Child will be reviewed and suggested the direction of policy measures for children subject to the government's protection in the future.
