영문 초록

Administrative control and supervision of central administrative agencies on local governments is a system playing a critical role to harmonize relationship between the country and local governments. Only, if central administrative agencies involve in too much, the relation between the country and local governments would not get different from vertical control-obedience relation like the past and could ruin the essence of the self-governing system. Therefore, to activate system of local autonomy and practically realize decentralization of power, central administrative agencies would better relieve its control. The control should be conducted on the basis of cooperation between central administrative agencies and local governments.
