법치주의와 경제성장률의 관계

국문 초록

본 글은 법치주의와 경제성장의 관계를 살펴보았다. 세계의 법치주의를 연구하는 NGO인 World Justice Project (WJP)는 8개의 법치주의 분야에 대해서 66개 국가들의 자료를 수집하여 법치주의 지수를 계산하고 있는데 본 글에서는 이 8개의 지수가 경제 성장률과 어떠한 관계를 가지고 있는지를 상관관계 분석과 회귀분석을 통하여 검토하였다. 분석을 보면 선진국과 개도국은 상당히 다른 결과를 보이고 있는데, 선진국은 8 개의 법치주의 분야 중 부정부패의 부재, 질서와 안전, 효과적인 규제집행과 효과적인 형사사법 제도가 경제성장률과 가장 큰 관계를 보여준 반면, 개도국의 경우에는 정부 권한의 제한, 정부의 개방도와 시민정의의 접근이 경제성장률과 가장 큰 관계를 보여 주었다. 분석을 통하여 인과관계는 증명할 수 없지만, 일단은 국가의 발전수준에 따라 적합한 요소를 강화하면 경제성장을 도울 수 있을 것이라고 결론을 진다.

영문 초록

This paper examines the relationship between rule of law and economic growth. We use the rule of law index developed by the World Justice Project (WJP) which examines rule of law in eight categories for 66 countries. We examine the relationship between the index for each of the eight categories and economic growth through correlation analysis and regression analysis. Our main results show that advanced countries and developing countries have substantial differences. For advanced countries, absence of corruption, order and security, effective regulatory enforcement and effective criminal justice showed the strongest relationship with higher economic growth, while for developing countries, limited government powers, open government and effective civil justice showed the strongest relationship with higher economic growth. While we cannot show causation, we may preliminarily conclude that fostering appropriate factors can improve economic growth.
