사회경제적 관점에서의 서울시 자치구 및 집계구 자연재해 취약성 평가

국문 초록

본 연구에서는 자연재해에 대한 사회경제적 피해를 정량화하고자 지표기반모형이 제안된다. 자연재해에 대한 다양한 관점에서의 사회경제적 취약성을 평가하기 위하여 인구통계 및 사회적 지표, 경제적 지표, 재해 대비/대처/복구 지표로 사회경제적 자연재해 취약성 평가모형이 구성된다. 각각의 지표는 5개, 3개, 6개의 대리변수로 구성된다. 이를 서울시 25개 자치구와 16,230개의 집계구에 적용하여사회경제적 취약성 평가를 실시한 결과, 서초구가 자연재해에 가장 낮은 취약성을 가지며 관악구가 가장 취약한 것으로 분석된다. 이에 덧붙여서 자치구 단위 취약성 평가뿐만 아니라 집계구 단위 취약성 평가의 중요성이 기술된다.

영문 초록

In this study an indicator-based model is proposed to quantify socio-economic damage under natural disaster. For the purpose of considering various aspects on socio-economic vulnerability under natural disaster, the proposed socio-economic vulnerability assessment model is composed of demographic/social indicator, economic indicator, and prepare/response/recovery indicator. Each of them is consist of 5, 3, and 6 proxy variables, respectively. Using the suggested model, the socio-economic vulnerability for 25 boroughs and 16,230 census output areas of Seoul is assessed. As a result, it is shown that Seocho-gu has the lowest vulnerability score whileGwanak-gu is the most vulnerable under natural disaster in the sense of socio-economic aspect. In addition to such vulnerability assessment results in the scale of boroughs, the importance of vulnerability assessment in the scale of census output areas is presented.
