Electronic Communication and commerce via open networks such as the Internet necessitate electronic signatures and related services allowing data authentication. For preparing the legal foundations of the european singles electronic market and the security system of electronic commerce, the European Parliament and the Council of the European Union have adopted the Directive 1999/93/EC of 13 December 1999 on `a Community framework for electronic signatures`(so-called, `Electronic signatures Directive`)
The purpose of this Directive is to facilitate the use of electronic signatures and to contribute to their legal recognition. It aims at establishing a legal framework for electronic signatures and for certain certification services in order to ensure the proper functioning of the internal market.
According to this Directive, `electronic signature` means `data in electronic from which are attached to or logically associated with other electronic data and which serve as a method of authentication `(article 2.1). This definition signifies that authentication and integrity of electronic data are the key for commerce security. for this purpose, this thesis aims to analyse substantial contents of this Directive and implementation measures for ensuring the security of electronic commerce in the european singles market.
