국문 초록

  최근 들어 전 세계적으로 다각적 방향에서 진행되고 있는 기업의 사회적 책임(corporate social responsibility, CSR)에 관한 논의는 ‘글로벌 거버넌스(global governance)’의 중요한 사례라고 할 수 있다. 이 글은 글로벌 거버넌스와 기업의 사회적 책임 분야에서의 공공부문의 역할이론을 바탕으로 최근 기업의 사회적 책임에 관한 다양한 활동을 전개하고 있는 3개의 국제기구, 즉 국제연합, 경제협력개발기구 그리고 세계은행 그룹의 논의와 활동상황을 살펴본다. 이상의 논의를 통해 우리는 기업의 사회적 책임을 접근하는 국제기구 간 정책목적, 정책수단, 내부 조직 구성은 차이를 보이고 있으나, 외부 네트워크 활성화와 모범관행 발굴 및 전파는 공통적으로 이용하고 있음을 확인한다. 이는 기업의 사회적 책임 촉진을 위해서는 관련 국제기구는 물론, 기업과 시민사회단체 등 사회의 다른 각 부문의 공동노력이 중요해졌다는 것을 보여주는 것이며, 이런 의미에서 기업의 사회적 책임 촉진을 위해서는 효과적 글로벌 거버넌스가 전제되어야 함을 나타내는 것이라고 할 수 있다.

영문 초록

  Recent discussions on corporate social responsibility(CSR), which are unfolding in various sectors across the globe, are an important example of ‘global governance’. This article investigates the CSR-related discussions and activities within three international organizations actively involved in this area(that is, the United Nations, the Organization for Economic Co-operation and Development, and the World Bank Group) based on the theories of global governance and the public sector’s role in CSR. We find differences among the organizations in terms of policy goals, instruments, and internal organizations, but they are all facilitating, to some extents, a collaborative network with external bodies such as other inter-governmental organizations, civil society organizations and business organizations, and disseminating best practices. This finding illustrates us that collaboration across various sectors and effective global governance are becoming crucial for promoting CSR.
