영문 초록

This article is concerned with the perspectives and on the legal problems of budget system in the consitutional law by the method of public choice theory. In fact, the specific alternatives of budget reform relies deeply on the conflicts of roles among those politicians, parties and officials such as agent-principle problem that should monitor and supervise between the parliament and government. To realize the financial democracy between congress and government, this paper is going to analysize the procedure and organization of an existing budget system on basis of agent cost theory around a budget commission of congress.
