미국과 독일의 재활상담사 제도 비교

국문 초록

본 연구는 현대 직업재활 전달체계에서 재활상담사의 직무가 어떠한 제도적 조건 속에서 조직되는지를 밝히기 위해 미국과 독일의 직무 구조를 비교 분석하였다. 신제도주의적 관점에서 미국의 노동력 혁신 및 기회법(WIOA) 체제와 독일의 사회법전 제9권(SGB IX) 체제를 검토한 결과, 양국은 재활상담사의 역할 범위와 전문 기능을 조직하는 방식에서 뚜렷한 차이를 보였다. 미국은 상담사 1인이 상담, 사례관리, 자원 연계, 성과 관리 기능을 포괄적으로 담당하는 구조를 발전 시켜 왔다. WIOA 시행 이후 성과 지표와 데이터 관리 의무가 강화되면서, 상담사의 직무는 임상적 지원과 행정적 관리 기능이 결합되는 방향으로 재편되었다. 이에 비해 독일은 의학⋅심리⋅직업 평가 기능을 제도적으로 분화하고, 상담사를 이러한 전문 기능을 절차적으로 조정하고 결합하는 위치에 배치한다. 개별 상담사의 판단은 분화된 전문 평가와 절차적 기준에 의해 구조적으로 제약되고 지원된다. 본 연구는 이러한 차이를 상담사의 역량 차이가 아니라 직무를 조직하는 설계 방식의 차이로 해석한다. 이를 통해 직업재활 체계 개편 논의가 개인의 전문성 강화에 국한될 것이 아니라, 전문성이 안정적으로 발휘될 수 있는 직무 구조와 제도적 지원 체계의 설계 문제로 확장될 필요가 있음을 시사한다.

영문 초록

This study examines how the professional role of rehabilitation counselors is institutionally organized within contemporary vocational rehabilitation systems through a comparative analysis of the United States and Germany. Drawing on a neo-institutionalist perspective, the study analyzes the U.S. Workforce Innovation and Opportunity Act (WIOA) framework and Germany’s Social Code Book IX (SGB IX). The findings reveal marked differences in how each system structures the role and responsibilities of rehabilitation counselors. In the United States, counselors are positioned as comprehensive case managers who oversee counseling, service coordination, resource procurement, and performance reporting within a single role. Since the implementation of WIOA, increased emphasis on performance indicators and data management requirements has further integrated clinical support functions with administrative responsibilities. In contrast, the German system institutionally differentiates medical, psychological, and vocational assessment functions and assigns counselors a coordinating role that links these specialized services through formal procedures. Professional judgment is supported not by individual multifunctional performance but by an organized internal and external infrastructure of specialized services. Rather than attributing these differences to variations in individual competence, this study interprets them as outcomes of distinct institutional design choices that structure professional work. The findings suggest that future reform debates in vocational rehabilitation should move beyond a focus on enhancing individual capacity and instead focus on the institutional design of job structures and support systems within which professional expertise operates.
